Non ho mai sentito prima l\'espressione e non conosco il contesto. Probabilmente, si tratta di letteratura di fine \'800 primi del \'900. O di un film ambientato in quegli anni e in un determinato contesto sociale.
Magari si riferisce al fatto che all\'epoca, le persone più indigenti, usavano una corda per tenere su i calzoni al posto della classica cintura di cuoio o delle bretelle.
Oppure si riferisce veramente ai lacci delle scarpe. Anche quelli erano preziosi... Ma anche in questo caso, eviterei di tradurre letteralmente. Sarebbe un\'inutile forzatura...

E solo un'idea, ma in genere le persone che mettono da parte cose inutili come lo spago, scatole ecc. ecc. (come mio marito!!) sono persone previdenti e "accorti" perchè in futuro non si sa mai......potrebbe servire!

Forse le altre risposte riguardano più specificatamente i soldi, ma non essendo sicuri potrebbe essere meglio una risposta più generica.
