Rileggendo la domanda, mi pare di capire che il Governo in questione non sarebbe necessariamente contrapposto al parere degli interessati - solo più tiepido nel difenderne i diritti.
Se così è, allora una resa letterale (ciò che vale per uno, vale anche per altri) mi pare senz\'altro migliore.

Grazie per gli ottimi suggerimenti. "Chi la fa l'aspetti" mi piace molto e forse potrebbe anche funzionare, dato che la contrapposizione qui non è (credo)tra il Governo e le parti interessate, bensì tra queste e quelli che per primi hanno tirato in ballo il Human Rights Act. Però alla fine credo che opterò per la traduzione letterale, che ha un registro un po' meno informale.

Ho due traduzioni identiche dello stesso proverbio, tradotte però letteralmente, alias fuor di metafora, anche se il proverbio stesso differisce leggermente dal tuo. Eccolo:
