Capisco il senso (credo!) ma non riesco a sistemarla in modo scorrevole in italiano!
(il sommario è legittimato se integrato col testo completo di questo rapporto informativo, insieme a cui dovrebbe essere letto). So che così fa schifo, è mezz'ora che sono su questa frase e non ci cavo fuori niente di buono!

A dire il vero la frase che ho scritto è una combinazione delle due proposte (ossia: "Il seguente sommario è da considerarsi completo soltanto se letto unitamente al testo integrale di questo Rapporto Informativo"). Ho scelto la risposta di Lucia perché alla fine sono d'accordo con lei sul fatto di lasciar perdere il termine "legittimare". Ringrazio comunque entrambi (e gli agree).
