Siccome c'è in mezzo la parola "economico" penso che si può trattarsi delle quantità insufficienti delle riserve (scorte) di materia prima le cui cause sono della natura economica. Cioè, le materie prime ci sono, ma non in quantità insufficienti per la mancanza del pagamento, aumento del costo della materia prima etc., il che può provocare rallentamenti ed interruzioni.

Asker: non credo proprio sia la mancanza di greggio visto che nella lista alla voce precedente si parla appunto di mancanza di greggio e materia prima (crude / feedstock), quindi qui si parla proprio di mezzi finanziari...... Ma dimmi, economicaria??? sai che lo sento per la primissima volta....... hai qualche riscontro?
