"3.1. Inert Entry is typically carried out by specialized contractors using specialized equipment. Personnel carrying out this type of work should be protected from a number of potential hazards, including asphyxiation, fire, explosion, and other physical hazards.
3.2. Inert Entry shall only be performed when all other less hazardous options have been fully evaluated and after adequate procedures have been developed to manage the hazards. Work inside an inerted vessel should be avoided or minimized. Where reasonably practicable, other alternatives such as wet dumping of catalyst and reloading of catalyst under fresh air conditions should be used." |
