"Inert Entry shall only be performed when all other less hazardous options have been fully evaluated and after adequate procedures have been developed to manage the hazards. Work inside an inerted vessel should be avoided or minimized. Where reasonably practicable, other alternatives such as wet dumping of catalyst and reloading of catalyst under fresh air conditions should be used. It may also be possible to skim catalyst beds under fresh air conditions providing that the catalyst has been on-line air decoked (for example, Powerforming reactors). The need to carry out an Inert Entry shall be reviewed and endorsed by the appropriate level in the organization, for example, the Safe Operations Committee (SOC) or equivalent. Where Inert Entry has been previously approved and is well established, the review of subsequent repeat Inert Entry work can be delegated by the SOC to a nominated individual." |
