In order for the instrument to be operational it is necessary
to first select or enter a few parameters. The flow range is
automatically set to 10 m/s. Enter the desired flowrate
values for the forward and reverse flow directions in the
appropriate engineering units. Hydraulically ideal are flow
range end values of approx. 2-3 m/s.

io parlerei nel primo caso di "velocità di flusso ammessa" e nel secondo caso direi semplicemente che "la velocità ideale di flusso..."

se vuoi/puoi evitare di usare una traduzione letterale tipo capacità di flusso / portata

Explanation:
Questo flow range e' un po' ambiguo perche' viene associato a una unita' di misura di velocita', ma letteralmente significa qualcos'altro (e ha svariati significati). Ci dovra' essere un motivo per cui non hanno usato flow speed, ma sinceramente senza sapere come funziona lo strumento e' impossibile dare una spiegazione. FORSE range si riferisce al fatto che, date le caratteristiche tecniche dello strumento, la velocita' del flusso puo' variare da 0 a 10, cioe' in un intervallo di 10 m/s. I valori ideali finali sono invece di 2-3 m/s (end values potrebbe riferirsi sia ai valori misurati alla fine del tubo o canale, sempre che ce ne sia uno nel tuo strumento, sia quelli registrati alla fine della misurazione). Ma e' solo una supposizione.

L'unica cosa di cui sono sicura e' che flow range NON e' la portata del flusso, che viene detta invece volumetric flowrate per unit time, o piu' semplicemente flowrate (e si misura in litri/secondo o minuto).
