Premesso che concordo con Cecilia, volendo proprio tradurre l'espressione, si può dire : instradamento in base al costo (visto che si parla di telecomunicazioni, non è necessario specificare oltre).
Oppure : instradamento verso il carrier più conveniente, volendo essere più "pignoli".
