Explanation:
Qui l'Inglese è poco chiaro: non si tratta di "imballaggio di recupero" messo in servizio in qualche maniera, ma di imballaggio specifico per il recupero di merci pericolose, solitamente perché l'imballaggio originale é stato danneggiato. Quindi la frase completa leggerebbe:
"Nel caso in cui una spedizione consista di imballaggi per il recupero (di merci danneggiate) contenenti merci classificate come pericolose..."
