保険会社の主たる収入源である保険料（Premium)は、会計上ただちに全額が利益として認識されるものではありません。　保険契約が終結するまで（期間満了時、中途解約時、及び保険金支払い時）、保険金支払いの偶発的支払い義務、ポリシ－の中途解約による保険料の返金などの債務を負っています。　これらの債務は、保険契約終結時に消滅するので、その契約に係る保険料は債務から解放され、つまりDebt-freeとなります。

cinefilさんのreferenceをベースに、debt-freeをinvested capitalで考えると、投資資本、投下資本という意味になります。つまり、投資資本ベースの利益となります。上記の英文の訳は投資資本（投下資本）ベースの利益とは、利息がつく前と課税前の収入を保険会社が稼いだ保険料で割ったものである、になると思うのですが、いかがでしょうか。

Explanation:
保険会社のビジネスモデルは、保険料収入を元手に投資で収益を稼ぐということですから、いくらの保険料に対していくらの収益が上がったかという割合（EBIT/premiums earned）は一つの経営指標になると思います。この文章は、そのような経営指標の説明のように思います。

これがなぜdebt-free basisと呼ばれるかということですが、保険会社は保険料収入を元手にするだけでなく、社債の発行や借入金によって得た現金をを元手に収益を伸ばすこともできます。しかし、上の式にはpremiums earnedしか出てこずdebtは含まれません。つまり、計算上は負債の存在を無視しているので、そのことをdebt-freeと呼んでいるのではないでしょうか。これと対照的に、ROA（= profit / asset）は、debtが計算の分母に入ることになりますから（assetの原資の一部がdebtです）debt-free basisの計算ではないことになります。

訳としては、debt-freeは「負債を計算に入れない」ということなので、「負債除外ベース」でどうでしょうか。
profitはもちろん「利益」ですが、趣旨を考えると「利益率」の方がいいのではないかと思います（割り算していますので）。

・・・と書きましたが、初めて見る表現ですし、原文の説明にしっくりこないところがあります。ひょっとして財務報告書の注記でしょうか？　それならこの程度のおおざっぱな説明もありかなと思います。やや気になるところはあるものの、このような意味に解釈すればつじつまは合うかと思います。

（なお、debtの訳は迷っています。可能性は低いかと思いますが「社債」のみあるいは「借入金」のみを指しているかもしれず、できればdebtの意味範囲を確認すべきかと思います。）

bigcatさんの回答を読んで、上に書いた「しっくりこないところ」がかなりはっきりしました。debt-freeの意味はbigcatさんの書かれている通りだろうと思います。

用語集でしたか！　だとすると使われているところでは使われている用語なのでしょうが・・・。定訳はないような予感がします。今日で年内の仕事がほぼ終わって少し時間があるので、いい訳が浮かばないかもう少し考えてみますが・・・、いい訳が見つかるといいですね。

Asker: これ、原文は用語集なので、定訳が見つかればと思って質問させてもらったのですが、あまり馴染みのない用語みたいですよね．．．。debt-freeについては、私もbigcatさんの説明で良く分かりましたが、「利益」については確かに「利益率」のほうが、計算式にしっくりきますね。

This a term thrown about all over the place. It's also a very misunderstood concept.

Definitions run the range from not being in debt ever again to using money management to control debt and learning how use credit to your advantage.
What Is It Exactly?

Financial gurus who endorse the strictest definition say it is exactly that, no debt at all, ever. Get it paid off and never use it again. In today's world, however, I find that a concept I can't, and won't, live by. It's just too extreme for the majority of people, including me.
