I know how to translate "credit memo," but not "initiate." What's the right word?

Explanation:
I think in this case, 開くwould be the best option, as in 帳簿を開く、閉じる. Initiate means to start, but I don't think 開始する or 始めるwould fit into the above context.

Hi, this "initiate" means "bring something to being" = create.

Depending on the context, you can go one step further and say "クレジットメモを発行する", because the credit memo is meant to be passed to the other party (seller/buyer).
