So, in other words, the company is looking for someone who is / will be claiming Tier 2 EUC, i.e after exhausting the regular UI (26 weeks) and Tier 1 EUC (20 weeks)? Somehow, that wouldn't really fit here.

Though you mentioned “Tier II” is a relevant to semiconductor, however in this context “Tier II” is an additional unemployment benefit funded by federal government to the ordinary unemployment benefit funded by state governments in the U.S. in contrast with incumbent workers, because the word is located in the sentence, “Performs “startup” activities through Tier II with limited support” .
And also, there are descriptions about incumbents on the website, “MINIMUM REQUIREMENTS FOR INCUMBENTS:
ASEET and 3-5 years electromechanical experience, or equivalent, or- BSEET and 2-4 years electromechanical experience, or equivalent. At least 2 years in the semiconductor industry. Process and/or software experience on related semiconductor equipment. Requires current drivers license and passport.”
In above descriptions, we understand that candidates need to complete “several qualifications” with minimal assistance, not exclusively the specific qualification of “semiconductor” lithographer, because the original text says, “Able to complete qualifications with minimal assistance", it never means "the qualification".

I still think that 'qualification' in this context is a technical term, as it comes under 'Responsibilities' which lists the things the engineer is expected to perfrom, probably on-site where the machines are installed. There are other terms that are technical or specific to semiconductors, such as "Tier 2 (wafer?)" and "fab", and litho(graphy) qualification would fit in this context, and also in view of the products that this company offers.

As you know well, lithography means: (1) the process of printing from a plane surface (as a smooth stone or metal plate) on which the image to be printed is ink-receptive and the blank area ink-repellent, (2) the process of producing patterns on semiconductor crystals for use as integrated circuits (Merriam Webster’s Collegiate Dictionary, Eleventh Ed.).
In the “Job Description” of the website we refer to, there are no descriptions of stones or metals, therefore (1) is denied. And also, the item of “Job” in the same website is not “Lithography (for processing of producing patterns on semiconductor crystals)” but “Engineering”. Henceforth, the company of the job offer does not require candidates (applicants) a specific qualification such as “lithographer”, but requires general qualifications as a “Customer Engineer” using mechanical, electrical and chemical equipment (including semiconductor equipment).
In conclusion, in these context, “complete qualifications” means “complete general (not specific) qualifications”, therefore is translate into Japanese as “(顧客エンジニアとして必要な一般的)技能を完全に身につけること”.

So this job is about a field engineer who goes around to serve customers. Then the job candidate needs to quickly get accustomed to various works depending on conditions of each customer. In this context the company of the job offer requires candidates "be able to complete qualifications with minimal assistance".

More context required, such as the exact job title: advertising for customer engineer is not exactly clear. It reads like requirements for an IT engineering post, and 'qualification' in this instance sounds like automated 'condition' or 'limit', for example which issues to escalate, and which ones not to escalate, or when conducting an advertising campaign on behalf of a client, then which parameters to set, but it's difficult to assess without knowing the exact job title or the job description.
