English term or phrase: a screwdriver brigade
Enphasis will be on encouraging research and development, training, the development of local component manufacturers and vendors. In other words, this country does not want a screw driver brigade. The idea is to develop a full-fledged industry capable of turning out quality components for the world markets at competitive prices.

Japanese translation:low skilled assembly workers - See description
Explanation:
This is probably a term invented by the author, and is used to describe low skilled labor conditions. The idea is they don't want to develop a market with poor quality control for the listed competencies (develop industry capable of...)
By using R&D, training, etc.

They dont want to just develop cheap manufacturing, but want to make this be a world -class operation capable of competing on the global market.
