Explanation:
軍関連でなくビジネス分野でのご質問ですので、"craft designation" は "技能職種" のことであると理解して良いと判断しました。

"craft designation" は英文では以下のような用い方をされています。

(例1)
http://www.lce.com/pdf/1EMPWaitschies.pdf
4ページ目の第三段落を引用:
"After you have determined the maintenance tasks that need to be performed the next thing to include on the EMP is the skilled craft required to perform the maintenance. These crafts or skills are generally the same as those employed at the facility or plant. It is not unusual though to include maintenance tasks that require skills that are not available in house and must be contracted out. For these you may enter "CONT" or another code for the contracted craft designation."

ページ中ほどよりやや下の "2) Case setup (facts offered by interviewer)" という見出しで始まる項目より抜粋:
"The craftsmen are unionized and divide into twelve different craft designations (e.g. electricians, pipefitters, welders, etc.). Each craft designation has a defined set of skills they are qualified to perform. They are not allowed to perform skills outside of their defined craft, or help in the performance of activities involving skills beyond their craft. Collectively the twelve different crafts can perform any maintenance job that might arise at the refinery. The maintenance supervisor and his/her assigned craftsmen are “hardwired” to their asset. That is, they work only on equipment in their given asset."
