I basically agree with Kanazawa-san, but I think the word "maintainance" is important here.
Therefore, I used "維持管理" because the company needs to "maintain" a certain amount of stocks in order not to have the problem of further significant reductions in their inventory.

At first, Yoriko-san, I was assuming that it was an error. (That it should be "stock maintenance" and not "maintenance stock.")
However, "maintenance stock" is still is about maintaining a proper stock balance so, I kept it as 加工処理及び在庫の維持管理 since it flows better together.

When I googled maintenance stock, most came out to "stock maintenance" but there was one interesting site for your reference:
