Can I translate this as 消耗品在庫, or is it something different?

少し調査不足でした。Oracleのシステムで、明確に expense inventory が在庫購買管理システムで使用されています。

これを読みますと、以下のように説明されています。
Although, consigned inventory accounting prevents the use of expense items—the Inventory Asset Value is disabled—you can "expense" a consigned item into an "expense inventory account".

「expense inventory 勘定」です。inventory でありながら、在庫評価はされませんので、通常の在庫とはみなされないため、日本語では「費用在庫」とせず「在庫費用」とした方が無難だと思います。
