Considering the quantities of water involved with decontamination and the amount of agent likely present at a terrorist chemical incident site, it is not expected that hydrolysis products of chemical agents will present a problem.

直前の "terrorist" も含めての解釈となりますが。「兵器」とはありませんが、テロについての説明ということなので、敢えて「兵器」という言葉を使いました（化学テロの現場、よりはわかりやすいかと思い）。
