The term "turn on a proverbial dime" sounds like an ideomatic expression.
I can't, however, find any appropriate Japanese for the term.
The expression appears in a sentence which talks about the Canadian
economy as follows:

"The ominous looking 2012 Q1 has instead turned on a proverbial dime into a rather tidy risk on trade. "
