Yes, in the US, there are classes and special programs for gifted children. The details vary state by state. The definition of gifted in general based on IQ. There is a cutoff, I think in most states if the child is above the 97 percentile in IQ (IQ at least 130), that qualifies them for the gifted program. But again, that varies state by state, and even among school districts within the same state.
I don't think a similar system exists in Japan, so I am not sure what would be the most appropriate translation, that would not have any weird connotation...

There is a quote from there, regaring the various definitions of giftedness:
"What is giftedness? There is no universal definition. Some professionals define "gifted" as an intelligence test score above 130, two or more standard deviations above the norm, or the top 2.5%. Still others see giftedness as prodigious accomplishment: adult-level work while chronologically a child. But these are far from the only definitions. "

I think most everyone here understands this, but I felt like it might be necessary to point out that a "gifted program" as mentioned in the question probably does not involve moving along faster than other children, or skipping grades, etc. I am concerned that with a translation like "特別進学" or something, the nuance that the child is moving faster or skipping grades might be conveyed. But I don't believe that is the case for the sentence in question. Just wanted to point that out.
