一般的には一方的、でいいのですが、偏った考え方、一方の考えだけによった、ということを強調したいときには片務的ということばを使うこともできます。
入らせる施設が学校であれば入学、孤児院などの養護施設であれば保護、と使い分けるべきです。

日本で同じ状況が発生するかどうかわからないので決まった訳があるかどうかわかりませんが、就学地域の学校側や教育委員会などが推薦する意見との不一致から、障害児を持つ親が単独または一方的に（unilateral）子供の就学先を決めてそちらに送ってしまうこと、という意味のようですね。
知り合いのアメリカ人で、special ed の教師をしていた人に電話したのですが、今出かけているので確認できませんでした。連絡がとれたら確認してみます。
