English term or phrase: best efforts min-max

私募債の売却代金の総額の増加について、on a “best efforts min-max” basis　という一文があります。
「最善努力の最小値-最大値」と約していましたが、アルクのサイトでは、"best efforts underwriting" が「売出方式の引受」と訳されていました。
上のbest efforts min-maxは「売出方式の最低額 - 最高額」という訳になるのでしょうか。
よろしくお願いいたします。
