In this case, I think "relate" means "appreciate" or "understand". How do I say formally in Japanese?

there are different ways to say it, but this one just came up to me. Dipending on what exactly the speaker (or author) wants, you could also say,

ごもっともです
おっしゃることは良く理解できます。
私もそう思います。
etc.
