Explanation:
Is "the organization" an international organization such as the United Nations? Then, "established functions" should simply translate as (歴史的に)"確立された任務", I think.

主な5つの役割


Explanation:
組織ですから、これまでに「行ってきた」「既存の」事業(業務)ということでしょう。
ただし「既存」は日本語では「新規」の反語として
「古くてマンネリ化している」ということなのか?
みたいな印象も与えかねず、意味がブレてくると思います。
「確立された業務」としても、established がそこまで「確立」していると言い切れるかどうかはわかりません。「一応手応えはわかっている」ぐらいかもしれませんから。
もちろん強調表現をシフトさせる(日本語として、別の表現を選ぶ)必要があるかどうかは文脈次第です。
