premise and promiseの対比は「自分の外に横たわるものは何か」と「自分から外に出していくものは何か」の対比ではないでしょうか。
premiseは目の前に大前提として「横たわる現状」であり、promiseはそれに対してその人物や組織が「どのような取り計らいをしていくか」をプランとしてまとめること。
戦略構想という熟語がありますが、構想という言葉には頭の中で考えるだけでなく、「全体像をじっくりと見渡す」というニュアンスがあると感じています。
promiseには「言葉で約束する」方策や対応策も含まれると思いますが、
