Each member of the Board is empowered to convene a meeting of the Board and such meeting has to be called in writing stating the issues to be addressed and with "due observance of a period" of at least seven days.

この場合meeting has to be called in writing with due observance of a period of at least 7 days
ですから、書面で前もって会議を招聘するとき、少なくとも7日前にその書信が届いて有効となることが必要なのではないかと思いますがどうでしょうか。
全体を見ないといい翻訳はできないですよね。。。

この場合meeting has to be called in writing with due observance of a period of at least 7 days
ですから、書面で前もって会議を招聘するとき、少なくとも7日前にその書信が届いて有効となることが必要なのではないかと思いますがどうでしょうか。

agree  humbird: well in advance とはややニュアンスが違います。ここでは弁護士らしいしゃれたいいかたをしていますが、普通の言葉で言えば「期限内に」「期限を守って」ということのはずですので agree します。
