直訳すると、
「法令、条例、法典またはその他の法律についての言及には、reference以下～が含まれる」
となりますが、

「～についての言及には」というのは日本語として若干不自然なので、
「～について言及がある場合には、reference以下～を含むものとする」としてはどうでしょうか。
