資格失効中の事務弁護士 Explanation: A practicing solicitor is a solicitor whose practicing certificate has not expired, and could be translated as 現役の事務弁護士。A solicitor is called 事務弁護士、as opposed to barrister, which is called a 法廷弁護士, a lawyer that employ a split profession (as opposed to a fused profession) in relation to legal representation. And your question is that this practicing certificate is valid for one year, and during that time, one can call oneself a "practicing solicitor", but once it expires and does not renew for some reason, s/he becomes a non-practicing solicitor and cannot work has a solicitor.
