Explanation:
”madori-do giteisho" in roman letters.
There is a big difference between a protocal and a treaty in that a treaty is binding. A protocal conly contains what is agreed upon in international conferences in which nations are parties and it is not necessarily binding. A protocal can just be a recommendation.

If you need the tranlation regarding patents, I think this is what you are talking about. If it is related to history, there could have been a treaty of Madrid.
