２つの割引は違う種類のものです。定訳があるかどうかは分かりませんが、以下が私の解釈です；
最初のslab wise discountのslab厚板や食べ物の場合厚切りのことを指しますが、ここでは、ひとかたまりや大量を意味するのではないでしょうか。問屋からまとめて仕入れることによって、その問屋が大量に一括購入してくれることで一括割引をしてくれることだと思います。反面、scaled discountのここでのscaleは段階を設けたという意味で、自動車保険などでよく見られる事故率や年齢制限などの条件によって保険料が段階的に安くなるシステムと同じではないでしょうか。上記の文に当てはめると、ある程度の取引回数や実績による割引制度があり、それが段階的（例えば１年継続すると、５％引き、２年目は７％等）に行われるシステムのように思えます。 |
