意見は順に回転させて読むこと。

Explanation:
あるいは、「意見（statementｮを読み上げる順序は順繰りに変えること。」

アンケート調査、特に口頭で行われる調査の常套表現。選択肢の順序が一定の場合、それによって回答に優劣が生じる懸念があります。これを防止するため、読み順が公平になるように回転させるという趣旨です。

記入式アンケートでは、プログラマー向けの指示なので訳出する必要はありませんが、この場合は、口頭(電話または対面)と考えられますので、「読み手」への指示として訳出します。
