意訳をしてみましたが、文章全体を見ると、ノイズ（雑音）によって、周囲の環境の中で集中力をそぎ、気が散るようなことを減らす、という意味にとれます。隣のデスクの人から話しかけられたり、話しかけたり、携帯が鳴ったり、イヤホンで音楽やラジオを聴きながら仕事をしている人による音漏れなど、仕事への集中力を失わせる行為を減らす、つまり、気が散らないようにさせることではないでしょうか。

あくまで参考です。

東南アジアで上司の秘書がスタッフに上司の指示を伝える際、よく"Dont' make noise"と威圧的に言い放っていたのを思い出しました。文句言わずに命令に従いなさいよ、という感じでした。

それから推測して noise が不平・不満だと考えると、不平・不満が予測される場合はできるだけ最初から出ない方法を考える、ということになるかと思います。

東南アジア独自の使い方かもしれませんが。

Explanation:
「周囲の雑音を気にせず、自分の道を進め」ということではないでしょうか。
おそらく原文ではないかと思われる文書を見つけたのですが・・・。

この答えはちょっと違うようです。「ディレールメント」関連の話ですよね・・・。
「不協和音を抑え…」はどうでしょうか。
