"Outpatient" is literally the outpatient. I'm just interested in knowing if "Behavioral Health Care" is close to the Japanese term "生活習慣病のケア". Any urgent advice or confirmation appreciated.

As everythig depend on centext, in some aspect your idea seems to be correct. The word inpatient/outpatient are modern words.
