Apparently this is found on the bottoms of newborn Japanese babies, if I've understood rightly (which I may well not have!) ィC I think it translates literally as MONGOLIAN SPOT.

I've just remembered this after many years; I'd be very interested to get more information on it.

PS I think my friend described the spot as being
ヌ爨、。「so it must be blue in colour.
