At the same time last year, the one buffer known in the market was that around 100 million tonnes per annum of Chinese domestic production could be pulled back into the cost curve if the price was right (and it was).

Explanation:
I have heard the English word "buffer" translated/interpreted as "バッフアー" many times in Japanese. I think it is quite natural to use this katakana version nowadays without having to use or find other purely Japanese words.

This is my guess for “could be pulled back into the cost curve if the price was right” means that:
…when the 100 million tones per annum of domestic Chinese production of (whatever the product/commodity it is) is taken into account, it brings down the cost curve (the total costs of production). And, perhaps (when all has been adjusted) the "price" turned out to be a suitable/good price or the right price.)

Oh, and to CX159's posting, I noticed a different spelling for "buffer." The below Wikipedia website shows that it can be spelled either バッファー or バッファ in Japanese.

It means that the 100m could be used to regulated the market. Like a "shock absorber" to soften any sudden shocks.

agree  Maynard Hogg: In my experience, English buffer becomes バッファー only in computer contexts. In chemistry, it's 緩衝溶液. In history, it's 緩衝国.
