"Bottom line" is an accountant term that originates from reports with all sorts of factors (assets, promises, expenses, etc.) listed in a column. The factors are then added and subtracted accordingly to arrive at the bottom line--i.e. the "net." This phrase can be used for various things, such as bottom line profit, bottom line gain, bottom line loss, bottom line cost, etc. It means net... (profit, gain, loss, cost, etc.).
To be honest, I'm not totally sure what the exact Japanese term would be for this, but it should be 正味費用、純費、正費、 or something like that. Hope this helps!
