Tina and tony, I would appreciate your response! English spelling is sometimes different from its original that also confuses me. What a great idea to contact the Japanese embassy! I might do so if necessary. Thanks again :)

I'd go with Ms. Wooden. アトゥルウェラ should work because it is systematically converted from its English spelling, provided that you have signed up for an English to Japanese translation job, and NOT a Sinhala to Japanese.

If your job really calls for the unknown official spelling, then I call the Embassy of Japan there in Sri Lanka, and charge your client for your Sinhara-Japanese translation.

Besides, I found some options for "Sri Jayewardenepura Kotte" (スリ・ジャヤワルダナプラ・コッテ and シュリー・ジャヤワルダナプラ・コーッテ,) and "Sri Lanka" (スリランカ and シュリー・ランカー.) So why not yours if your spelling sounds reasonably close.

However so, If I were you, I would provide the English spelling in parentheses preceded by your katakana spelling and it would look like "アトゥルウェラ (Aturuwella)" in the sentence so your client could ultimately avoid any misunderstanding because of your katakana spelling.
