Well, upon reading the entire context, I think I may have been wrong, and Michael's translation is more to the point. It does mean something as "printing closely related to 'ability' to achieve those goals", not as being related to the government's power to control the printing media. I think Michae's translation is the correct one. I thought it meant the court trying to control the printing.
