Yes, there is a kind of rule.
In the case of passing the phone number or other numbers by phone, it`s usual to say 일, 이, 삼, 사, 오, 육, 칠, 팔, 구, 공 instead of 하나, 둘, 셋, 넷, 다섯, 여섯, 일곱, 여덟, 아홉, 영, but, when it can be used just for repeating case: 일구구 or 하나 구 구, etc.

Some people say to me "일 구 구 - 하나에다 구 두번" and it seems that there are various methods to confirm the number 일 구 구.
