This is not the translation term but the way to make a file. This agency wants the translation to be done as "convert to path" Their explanation is

Convert to path: Your import or write the text in a special document then is in freehand that
can then be converted to picture file which is called Convert to Path. This part is very important to us as it has to go to a graphic artist afterwards who needs to be able to play with the text.
