I'm never sure what verb to use - fulgo seems to be better suited for lightning etc., but perhaps I'm wrong.

Explanation:
'Fulg(e)o' is indeed often used of lightning and of other flashing visual phaenomena, but it is also used of sunlight, as, e.g., at Catullus, 8.3 and 8, where the plural 'soles' may be rendered 'sunny days'. But 'luceo' is more common.

Explanation:
I think "lucere" is the verb that suits better, as in "Virtus in tenebris lucet". See these examples I found on the Internet:
