English term or phrase: How does one begin to comprehend...
The sentence continues with "... the idiosyncracies and complexities of the voting public....."
"Bagaimana seseorang itu mula memahami..."doesn't cut it. Nor does "Cara apakah harus....".
(Am editing the translation of a political column).

"how" and "begin" here do not carry their literal meaning, but rather to reflect how difficult it is to comprehend .... that you can't even make a start of it.
I'm suggesting the indefinite pronoun "kita" but you may have to adjust this depending on context.
another way may be "betapa susahnya ...."
