Control Objective:
These procedures must be followed:
a) *Disbursement checks* must have one facsimile signature (i.e., mechanically or electronically produced) or two manual signatures;
b) The person with control of the signature plate for the facsimile signature must not initiate or approve expenditure transactions; c) At least one of the dual manual signers must be independent of invoice approval responsibilities;
d) Check signers should review documentation prior to signing the check; and
e) Checks should never be made payable to “cash” or “bearer” (DM1506)
