As I understand it, your text is dealing with what the relief/rescue workers/representatives of the authorities involved in a catastrophe may expect in terms of enquiries/phone calls etc. may expect. It seems to me to be logical that amongst the people phoning for information would be the relations of people who might have been caught up in the disaster:
