"A control system is also sensitive to the rate, or velocity, in which any change in its
output is required when it is perturbed. That is, when it is stimulated by an outside
event. When the control system operates sufficiently slowly, i.e., the perturbation is
slow, the output will respond correctly to the input with small displacement errors. If
the system is required to operate faster than it is designed to operate, i.e., with fast
perturbations, another system error called rate error will manifest. If this error becomes
large enough, the system will sometimes rate limit and fail to work at all. Even when it
does work, a large time lag between the output requested and the output obtained will
characterize its operation. When it rate limits and fails to work at all, it is said to be in a
state of saturation. "
