wskaźnik kapitału akcyjnego i zysku zatrzymanego

Explanation:
Anna,

Sit back, relax, it's gonna be long...

I have read several Polish bank annual reports, and I have not found an equivalent of the English capital tiers. You might invent a phrase like KAPITAŁ KATEGORII I, but I have never heard of such categories in banking.

Below are explanations of the banking capital tier categories and equivalents in Polish.

RATIO = WSPÓŁCZYNNIK, WSKAŹNIK
(that's the easiest part)

TIER 1 CAPITAL = shareholders' equity and retained earnings -> KAPITAŁ AKCYJNY I ZYSK ZATRZYMANY

TIER 2 CAPITAL = supplementary capital -> KAPITAŁ ZAPASOWY

TIER 3 CAPITAL = short-term subordinated debt -> POZOSTAŁE REZERWY KRÓTKOTERMINOWE

The three above constitute:
ELIGIBLE CAPITAL = KAPITAŁ WŁASNY

The ratio in question gives percentage share of particular capital tier in the eligible capital.

Your sentence would go like this:

Wskaźnik kapitału akcyjnego i zysku zatrzymanego banku wynosił ...%

or

Udział kapitału akcyjnego i zysku zatrzymanego w kapitale własnym banku wynosił ...%

Explanation:
One thing is to (try to) translate a term and another is to write explanatory essays. To write an essay, I would rely on more than one source. In addition to the PriceWaterhouse Coopers Compendium I referred to before (which quotes BIS definitions and those differ from what I read above), let me quote just the first few hits from Google for further reading on the subject:

Tier 1 Capital. A term used to describe the capital adequacy of a bank. Tier I capital is core capital, this includes equity capital and disclosed reserves. ...
