chodzi o to, żeby:
1. nie było możliwości uruchomienia maszyny, gdy nie wszystkie osłony zostały nałożone/założone/zainstalowane,
2. maszyna natychmiast się zatrzymała, gdyby jedna z osłon została zdjęta/otwarta w czasie pracy.

To wynika z tektu CIOP - link w odpowiedzi Michala.

Mówiąc w skrócie: zdjęcie osłony powoduje zmianę stanu przełącznika zainstalowanego przy tej osłonie. W efekcie następuje wysłanie sygnału STOP do układu sterowania albo odcięcie zasilania silników.

Do AG: zwrot "osłony wzajemnie blokowane" = jedna osłona blokuje inną osłonę i jest przez nią blokowana. Nie o to chodzi.
