English term or phrase: map onto

I am confused as for one sentence which goes as follows: "It is a function of strategic competence to match the new information to be processed with relevant information that is available and map this onto maximally efficient use of existing language abilities" Can anyone explain to me what is this sentence all about? (starting from "mapping onto" bit).

Tak to IMO należałoby rozumieć:
'...przełożyć (to, co wcześniej) na maksymalnie skuteczne wykorzystanie istniejących możliwości języka', albo 'odwzorować poprzez'. Tłumaczy się ten bełkot dosyć łatwo, ale rozumieć nie trzeba;-)
