Nie bardzo wiem, jak to ugryźć. Tekst jest o podpisaniu traktatu o broni konwencjonalnej w Europie i kontekst jest taki:

"We should continue to use the existing CFE (Conventional Armed Forces) mandate. This is not a BLOC-TO-BLOC DOCUMENT. At some point we may wish to invite CSCE (Commission on Security and Cooperation in Europe) participants to observe negotiations or to join as participants."

Chodzi mi po głowie "dokument wielostronny". Ale czy o to tutaj chodzi?

agree  Jacek twardowski: Zgadzam się. W kontekście chodzi o to, żeby dopuścić do negocjacji wszystkich uczestników Komisji Bezpieczeństwa i Współpracy i porzucić bilateralne (NATO/Warsaw Pact) traktowanie porozumienia.
