Bezrobocie jest jednym z najtrudniejszych problemów, jakim musi stawić czoło administracja prezydenta Baracka Obamy. Rządzący demokraci tracą w sondażach m.in. dlatego, że ożywieniu nie towarzyszy znaczący spadek bezrobocia.
Administracja wiąże więc nadzieje z ustawą o miejscach pracy (Jobs Bill), czyli mniejszym pakietem stymulacyjnym (większy, wart 787 mld USD wszedł w życie w lutym 2009 r.). Przewiduje on przyznanie amerykańskim spółkom zatrudniającym nowych pracowników ulg podatkowych wartych łącznie 15 mld USD. Ma to pomóc w stworzeniu 300 tys. nowych miejsc pracy.
