Nie jestem pewny, ale ma przeczucie, że to jakiś zwyczaj typowy dla USA. Generalnie dziewczynka przychodzi z ojcem i kilkoma działaczami do gubernatora żeby wymusić na nim szybsze (ba jakiekolwiek) działanie w sprawie którą mieli już dawno załatwić.
Czy jest jakieś zgrabne określenie w języku polskim?
